Biography

John Karasek was initiated into Phi Alpha Delta’s Robert E. Redding Alumni Chapter based in the Washington, D.C. area on June 17, 1997. He has served as that chapter’s Justice, Vice Justice, Clerk, and Marshal. He served Phi Alpha Delta on the International Tribunal as an Associate Tribune from 2012-2014. He has since served on the Phi Alpha Delta International Executive Board as an At-Large Member and, as of 2020, is the P.A.D. International Treasurer.
 
Mr. Karasek is the Supervisory Intellectual Property Counsel for the Office of Naval Research, where he supervises a staff of four intellectual property attorneys and three paralegals. He is responsible for the entire range of intellectual property issues that arise at ONR, including patents, copyrights, trademarks, trade secrets, IP clauses in the FAR and DFARS, and technology transfer matters. In that role, ensures the coordination of Department of the Navy intellectual property policy with the policies of other Department of Defense components.

Prior to his arrival at ONR, he was an intellectual property attorney for the Naval Research Laboratory from 1991 to 2009. His last position at NRL was Associate Counsel, Intellectual Property, supervising a staff of ten intellectual property attorneys and five support staff. In that capacity, he supervised the preparation and prosecution of patent and trademark applications in the US and other jurisdictions around the world and was the principal legal advisor to the NRL leadership on all intellectual property matters. He managed the NRL intellectual property portfolio and provided legal advice to the NRL technology transfer office on all licensing and cooperative research matters.
 
Mr. Karasek has testified as an expert witness on the standard of care in patent prosecution. He is a graduate of the Federal Executive Institute’s “Leadership for a Democratic Society” program. He is a recipient of the Department of the Navy’s Meritorious Civilian Service Award. He is a frequent invited speaker on intellectual property and technology transfer matters. 
 
Mr. Karasek attended the University of Pittsburgh, where he earned his Bachelor of Science degree in Chemistry in 1986. He attended the Thomas M. Cooley Law School, where he served on the Board of Editors of the Cooley Law Review, earning the John D. Voelker Award for law review service. Mr. Karasek graduated from the Thomas M. Cooley Law School in 1991, cum laude.
 
He is a member of the bar of Pennsylvania, the U.S. Supreme Court Bar, and is licensed to practice before the U.S. Patent and Trademark Office.
